- ★ ☆ ☆ ☆ ☆February 05, 2019, by Steven WilliamsBought a prepaid phone last week and one tonight. I was charged 20$ for a setup fee tonight but not last week. And all they did for the setup was turn the phone on and place a test call. Won't be doing business with Russel cellular again.
